shoe (re)construction questions

I am wondering about the possibility and feasibility of a shoe repair shop making the following modifications to Goodyear-constructed shoes:

1) Replacing a foam insole with a cork foot bed.

2) Replacing a standard welt with a split (storm) welt?

3) Replacing a 360 degree welt with a standard welt and then using shanks to attach the heels?
